In 1992, at twenty-one, he created the Tbilisi Interbank Currency Exchange. The National Bank of Georgia absorbed it. Three decades later, the infrastructure he builds is still designed to become sovereign.
Why Now
The regulated capital market has arrived at the standard it always required.
Between 2022 and 2026, the Financial Action Task Force made the Travel Rule binding across every major jurisdiction. The Bank for International Settlements published Project Agorá. The European Union's MiCA and the United Kingdom's Digital Securities Sandbox moved from consultation to enforcement. Institutional capital — pension funds, sovereign wealth, insurance reserves — now requires on-chain assets to behave deterministically under regulation, or it cannot hold them.
L3RS-1 is the behavioral standard that makes that possible. It was designed across thirteen years, shipped with four certified implementations already running, and published royalty-free through the L3RS Foundation in February 2026.
